Statement by G7 Foreign Ministers – US Embassy in Georgia

The text of the following statement was released by the G7 Foreign Ministers of Canada, France, Germany, Italy, Japan, the United Kingdom, the United States of America and the European Union High Representative.

On the launch of an ICBM by the Democratic People’s Republic of Korea (DPRK)

We, the G7 Foreign Ministers of Canada, France, Germany, Italy, Japan, the United Kingdom and the United States of America, and the High Representative of the European Union, condemn in the strongest possible terms the outrageous launch of another ICBM carried out on April 18. November 2022 by DPRK. This missile launch is another flagrant violation by the DPRK of United Nations Security Council (UNSCR) resolutions. This reckless act, together with evidence of ongoing nuclear activities, underscores the DPRK’s determination to advance and diversify its nuclear weapons and missile capabilities. He continues to destabilize the region, despite calls from the international community for peace and stability.

The unprecedented series of unlawful launches of ballistic missiles by the DPRK in 2022, including numerous ICBMs and the intermediate-range ballistic missile that ruthlessly overflew Japan, poses a serious threat to regional and international peace and security and undermines global non-proliferation regimes. They also pose a hazard and an unforeseeable risk to international civil aviation and maritime navigation in the region.

We reiterate our call for the complete, verifiable and irreversible abandonment of the DPRK’s nuclear weapons, existing nuclear-related programs and all other weapons of mass destruction and ballistic missile-related programs and the immediate cessation of all related activities. The DPRK can never and will never have nuclear-armed state status under the Non-Proliferation Treaty (NPT) or any other related special status. We urge the DPRK to re-establish early and fully comply with the Non-Proliferation Treaty (NPT) and International Atomic Energy Agency (IAEA) safeguards and to comply with all legal obligations under the relevant UN Security Council.

The DPRK’s actions require a united and determined response from the international community, including the need for further significant action to be taken by the United Nations Security Council (UNSC). We call on all States to fully and effectively implement all UNSC measures and sanctions against the DPRK and to address the risk of proliferation of weapons of mass destruction from the DPRK as an urgent priority.

The G7 expresses its full solidarity with Japan and the Republic of Korea and urges the DPRK to end its destabilizing measures. We urge the DPRK to resume meaningful dialogue on denuclearization and accept repeated offers of dialogue from the United States, Japan and the Republic of Korea. By diverting its resources from meeting the needs of its people to its illicit weapons of mass destruction and ballistic missile programs, the DPRK is further aggravating the already dire humanitarian situation in the DPRK. We pledge to work with all relevant partners towards the goal of peace and security on the Korean Peninsula and uphold the rules-based international order.
